Officer Attends Japan's Meeting on Environmental Protection

REPRESENTATIVES from East Asia and Latin America, including Brunei Darussalam, are gathering in Tokyo, Japan to discuss how developed and developing countries can work together to reduce greenhouse gas emissions under the Clean Development Mechanism (CDM).

The gathering is an invitational event under the Forum for East Asia-Latin America Cooperation (Fealac), known as the Young Leaders Invitation Programme and themed 'Cooperation on Clean Development Mechanism' (CDM).

The CDM allows developed nations who have ratified the Kyoto Protocol to achieve part of their reduction duties through emissions-lowering projects in developing countries, which are not obligated to do so under the protocol.

The programme started yesterday and will run until February 26, and involves 32 participants 18 from Latin American and 14 from East Asia and Pacific. Brunei is represented by the Chief Technical Assistant from the Department of Environment, Parks and Recreation, Ministry of Development, Hj Shahrin Hj Md Jaafar.

According to a press statement from the Japanese Embassy here, Fealac engages young leaders in environmental policy-making or administration to discuss environmental issues, raise awareness of the CDM and push for environmental protection and economic development.

"This invitation programme is an expression of Japan's efforts to reinforce Fealac's initiatives pertaining to the CDM and other environmental issues," read the statement.

Among the highlights of the programme are energy conservation and afforestation and reforestation.

The programme's schedule is not clear, but the embassy states lectures, seminars and study tours as part of the delegates' activities, to give them a clear idea of Japan's technology, methods and practices, among others.

The official website for Fealac introduces it as an assocation of 33 East Asian and Latin American countries, which have come together to facilitate dialogue and cooperation between the two regions.

Under the 1997 Kyoto Protocol, 39 developed countries are legally obligated to reduce their emissions by an average of 5.2 per cent relative to 1990 levels by 2008 to 2012.

The main goals of the CDM are to help developing countries that host CDM projects to achieve sustainable development and to allow developed countries to take credits from emission reducing projects undertaken in developing countries.
